It is highly unlikely for a pigeon to be able to consume another dead pigeon. Pigeons have relatively weak beaks that are primarily adapted for pecking small seeds. For instance, even an angry mother pigeon can peck at a person all day without causing any harm or breaking the skin. If their beaks cannot break the skin, it becomes difficult for them to tear apart dead pigeon flesh and swallow it.
However, it is worth noting that pigeons may occasionally peck at broken eggs to consume the shells and replenish their calcium levels. While this behavior may resemble cannibalism to some extent, it is more related to resource utilization rather than true carnivorous feeding.
