    1. Republic Act No. 9155 (Governance of Basic Education Act of 2001): This law establishes the basic education system in the Philippines and recognizes non-formal education as an integral part of the educational system. It emphasizes the importance of alternative learning systems to provide opportunities for out-of-school youth and adults to complete their basic education.

     

    1. Department of Education Order No. 55, s. 2016 (Policy Guidelines on the Implementation of Alternative Learning System): This DepEd order provides guidelines for implementing the Alternative Learning System (ALS) as a major non-formal education program in the Philippines. ALS aims to provide flexible learning opportunities for out-of-school children, youth, and adults to acquire basic literacy and life skills.

     

    1. Republic Act No. 7796 (Technical Education and Skills Development Act of 1994): This law established TESDA as the government agency responsible for technical-vocational education and training (TVET). TESDA provides non-formal technical-vocational education and training programs to develop the skills and competencies of individuals for employment or entrepreneurship.

     

    1. TESDA Board Resolution No. 2004-03 (Guidelines for the Accreditation of Competency-Based Training Programs): This resolution outlines the guidelines for accrediting competency-based training programs under TESDA. It sets the standards and procedures for the development, implementation, and assessment of non-formal TVET programs.

     

    1. TESDA Circular No. 23, s. 2019 (Revised Guidelines on the Implementation of the TVET Program Registration and Accreditation System): This circular provides the revised guidelines for TVET program registration and accreditation. It details the requirements and procedures for institutions and organizations to offer non-formal TVET programs and receive accreditation from TESDA.

     

    These legal bases establish the framework for the implementation and regulation of non-formal education programs in the Philippines, ensuring quality and accessibility in alternative learning systems and technical-vocational education and training.
